IHR notification is a national function, but the first detection is a state laboratory result. If the catalog card does not say that H5 or a select-agent rule-out is immediately reportable beyond the county, the night bench cannot be blamed for treating it as a routine PCR.
Salus keeps IHR-relevant notes on the test definition and refuses to bury them in a PDF. NGS stays on the specimen. Wastewater stays labeled as surveillance.
