The Public Benefit Infrastructure
Public health agencies and state laboratories should never be held hostage by commercial software fees during crisis detection.
Three parts, cleanly separated
The charitable software concession is distinct from pass-through cloud compute and at-cost maintenance.
1. $0.00 enterprise software license
Salus is free to use. Accredited public health agencies receive the surveillance and workflow platform without per-seat, per-patient, or annual licensing fees. JIL Sovereign Technologies, Inc. operates this host. SalusAgentic is a trade name of that company. JIL Sovereign Holdings, LLC (WY) owns the SalusAgentic software. Global Hands, Inc. (TX) gave a grant to JIL Sovereign Holdings, LLC (WY) to build salusagentic.com under its public good initiative. The cost to build SalusAgentic was greater than what Global Hands paid. Global Hands may benefit from the software because it gave Holdings that money. JIL Sovereign Technologies, Inc. (DE) operates salusagentic.com. Holdings owns the rights, maintains the code, provides Level 1 support, and does not operate the code. Global Hands, Inc. does not operate this site.
2. Pass-through cloud hosting
Laboratory data runs in Snowflake Snowpark Container Services. AI-assisted features call AWS through Amazon Bedrock. Snowflake and AWS each provide a Business Associate Agreement. PostgreSQL remains a supported deployment dialect. Confirm the payee with the operator. Hosting is cost recovery, not a software license fee.
3. Predictable support and maintenance
Maintenance, security patching, circuit validation, and technical SLA adherence are managed through transparent non-profit support tiers dedicated to platform reliability.
Why this is grant-safe
Because the core license is $0.00, agencies are not purchasing licensed software at a price that typically triggers a full competitive software RFP.
Procurement
Pass-through cloud hosting and maintenance can proceed as cost recovery, a cooperative agreement, or a sole-source non-profit grant, subject to each agency's own procurement counsel and 2 CFR 200.
UBIT and private benefit
There is no commercial sale of software. Hosting is reimbursement without markup. Maintenance, if billed, stays at or below fair market value for technical labor and is treated as program service revenue related to the public health mission.
